Basement Development in Calgary

Basement development in Calgary means finishing an unfinished basement into living space, such as bedrooms, a bathroom, a rec room or a legal secondary suite. A first-time development needs a City of Calgary building permit ($333.84), separate electrical and plumbing permits, egress windows in bedrooms and hard-wired, interconnected smoke alarms. HomeStars puts most 2026 Calgary projects at $50,000 to $85,000. Sela Developments handles the permits, the foundation repairs, the trades and the inspections as your general contractor.

01 · Overview

What basement development in Calgary involves

Basement development is finishing an unfinished basement into rooms that meet the building code: framing, insulation, wiring, plumbing, heating, drywall and finishes, with permits and inspections. The result can be a rec room, bedrooms and a bathroom, a wet bar, or a legal secondary suite with its own kitchen and entrance.

In Calgary a first-time basement development needs a building permit, which costs $333.84 ($321 plus the safety codes fee). Electrical and plumbing work need their own permits. Renovating a basement that was already developed is a renovation permit at $205.92. The work is judged against the National Building Code, Alberta Edition, which came into force in its 2023 edition on May 1, 2024.

HomeStars published these Calgary ranges in its price guide, updated August 21, 2026. They are third-party figures, not Sela prices.

What decides how a Calgary basement gets developed

Four questions shape every basement before the first stud goes up.

01

Do I need a permit to finish my basement in Calgary?

Yes, for a first-time development. The permit application needs floor plans for each affected floor that label every room, list each bedroom window’s size, type and operation, and dimension new doors, walls and beams. Site plans and elevations are needed only if the exterior changes, such as a new or larger window. The City estimates about 7 days for review. A framing inspection follows once the framing, windows, HVAC changes and plumbing and electrical rough-ins are done, and before anything is covered.

Three things: a way out, a warning and a door that fits. Bedroom windows must meet the egress rules in the National Building Code, Alberta Edition: an opening of at least 0.35 m² with no dimension under 380 mm. Smoke alarms are required in all bedrooms and in hallways serving them, hard-wired and interconnected throughout the house. The furnace or laundry room needs a door at least 32 in wide, and washroom doorways should be at least 30 in.

Windows have site rules too. They are generally not allowed in a wall closer than 1.2 m to a property line. Window wells can project up to 0.8 m into a side setback. A new foundation opening wider than 1.2 m may need a professional engineer’s review.

03

Is my basement dry enough to finish?

Not always, and finishing over a problem hides it. A crack that seeps in spring, a damp corner by a downspout, or white mineral staining on concrete all mean water is getting in. Insulation and drywall built over that trap the moisture against the wall, where it rots framing and grows mould out of sight. Radon is the other hidden issue. Health Canada’s guideline is 200 Bq/m³, and the City notes a remediation system can be installed above that level.

04

Often, if the ceiling is high enough and the layout allows a separate entrance. The City of Calgary rule is direct: a kitchen plus a bathroom in the basement means a secondary suite application. A wet bar is allowed without one, but only with no cooking appliance of any kind. A suite needs a minimum floor to ceiling height of 1.95 m, or 1.85 m under ducts and beams, an entrance from outside that does not pass through the main home, and at least one parking stall unless a reduction applies.

03 · Key insight

Decide on the suite before the first wall is framed

The most expensive basement is the one built as a rec room and turned into a suite three years later. A suite is not a rec room plus a stove. It needs 12.7 mm drywall on the ceiling and on both sides of the walls between the suite and the main home, solid core doors at least 45 mm thick with self-closers at the furnace room and between units, interconnected smoke and CO alarms in both units, a separate bathroom and kitchen, and an outside entrance. Retrofitting that means tearing out finished ceilings and walls.

Deciding first costs little. The ceiling height tells you whether a suite is possible at all. The furnace room location decides the fire separation. The drain and vent locations decide where a second kitchen can go. Calgary’s 2026 rules removed the development permit step for suites that meet the bylaw, so the decision deserves a real answer before framing, even if you build the suite later.

04 · How we work

How we develop your basement, step by step

  1. Answers 01Do I need a permit to finish my basement in Calgary?

We apply for the permit and book the inspections

We draw the floor plans the City asks for, apply for the building permit, and coordinate the electrical and plumbing permits with the licensed trades. The framing inspection is booked as a milestone, and insulation, vapour barrier and drywall are scheduled only after it passes.

  2. Answers 02What makes a basement bedroom legal?

We size the bedroom windows and wire the alarms

We measure each bedroom window against the egress opening before we draw it, check the distance to the property line and the side setback for the well, and bring in an engineer when the new opening in the foundation wall needs one. Smoke alarms go into each bedroom and the hallway serving it, hard-wired and interconnected, and the doors are framed to the 32 in and 30 in minimums.

  3. Answers 03Is my basement dry enough to finish?

We repair cracks and control moisture before framing

Before any framing, we walk the foundation with a light. Leaking cracks are sealed, usually by injection from the inside, and exterior grading and downspouts are flagged where they feed water to the wall. Framing goes up only on a dry wall. If you want a radon test, the time to run it and act on the result is before the floor and walls are finished. If your house’s original permit application was filed on or after November 1, 2016, the work may also need to meet the Section 9.36 energy rules, so we confirm that with the permit.

  4. Answers 04Can my basement become a legal suite?

We build suites to the City’s 2026 rules

In April 2026 Calgary City Council made secondary suites a permitted use across the city. A suite that meets the bylaw now needs only a building permit, which city administration says saves up to six weeks of processing and over $600 in fees, according to CREB. The City expects about 2,300 suites a year, and the Secondary Suite Registry grew from 13,000 suites in 2024 to 26,000 in 2026. The Secondary Suite Incentive Program offered up to $10,000 toward construction. CREB reported a waitlist on September 1, 2026, and the City’s suite page now says applications closed as of September 28, 2026. We build to the ceiling, fire separation, alarm and egress rules so the suite passes inspection and can be listed on the Registry, which is free under the City’s amnesty program until December 31, 2026.

05 · In short

Basement development in Calgary, done in the right order

Basement development in Calgary works when it follows one order: confirm the permit path and the suite decision, fix the foundation, frame and rough in, pass the framing inspection, then insulate and finish. Sela Developments runs each step as your general contractor, with one written quote and one schedule.

If the basement cannot give you the space you need, the other way to add room is out or up: compare it with home additions in Calgary. A basement bathroom follows the same waterproofing and venting steps as our bathroom renovations. For how basements fit with kitchens, bathrooms and layout changes, see our home renovations in Calgary overview. When you are ready, send us your basement and we will book a walk-through.

FAQ

Questions we get asked

Short answers to what owners ask us most. Something else? Ask us directly.

Do I need a permit to develop my basement in Calgary?

Yes. Developing a basement for the first time needs a City of Calgary building permit, which costs $333.84 including the safety codes fee. New wiring needs a separate electrical permit, and new or altered plumbing needs a separate plumbing permit. The City estimates about 7 days for the building review, and a framing inspection is required before insulation and drywall.

How much does basement development cost in Calgary?

HomeStars' Calgary price guide, updated August 2026, puts basement development at $45,000 to $130,000, with most standard projects at $50,000 to $85,000. A legal secondary suite runs $60,000 to $110,000, or about $70 to $95 per square foot. These are third-party ranges. Your price depends on size, layout, plumbing and finishes.

Can I put a kitchen in my basement without making it a suite?

No. The City of Calgary says a kitchen and a bathroom together in a basement means you must apply for a secondary suite. A wet bar is allowed, but it cannot have any cooking appliance, including an oven, stove, cooktop or microwave. A suite has its own rules for fire separation, ceiling height, alarms and a separate entrance.

What window does a basement bedroom need?

Each bedroom needs at least one window that opens fully with an unobstructed opening of at least 0.35 m² and no dimension under 380 mm, per the City of Calgary's suite guidance under the National Building Code, Alberta Edition. Windows are generally not allowed in a wall closer than 1.2 m to a property line, and wide new foundation openings may need an engineer.

How tall does a basement ceiling need to be for a legal suite?

The City of Calgary requires a minimum floor to ceiling height of 1.95 m in a basement secondary suite. The ceiling may drop to 1.85 m where ductwork and beams need it, and doors inside the suite may be reduced to 1.89 m high. We measure under the ducts and beams before design starts.
